This policy brief examines the impact of public debt, fiscal policies, and governance decisions on the realization of Economic, Social, and Cultural Rights (ESCR) in Kenya, drawing on insights from People Dialogue Forum (PDF) Kenya 2026 convened by the Centre for Multiparty Democracy Kenya (CMD-Kenya). This issue is significant because it highlights the disconnect between policy decisions and human rights outcomes.
The United Nations’ 2023 Sustainable Development Goals (SDGs) Progress Report confirms that only 15% of global targets are advancing at the pace required to deliver on the 2015 commitments. Kenya’s domestication of the SDGs reflects this uneven implementation pattern reported at the global level, with significant impact on the country’s large youth population.
Kenya’s adoption of the Persons with Disabilities Act 2025 represents a landmark step in aligning national disability law with international and regional human rights standards. Yet, progressive legislation alone does not guarantee equitable outcomes for all persons with disabilities.
